John C. Wilhelm, P.E., President
John Wilhelm joined Pickering Corts & Summerson (PCS) in 1990. He has been an active member of the Board of Directors since 2001 and previously served as Vice President. John has been involved with bridge inspections since 1987 and continues to serve as our Manager of Transportation Inspection. During his time with PCS, John has served as Inspector, Team Leader, Project Engineer, and Project Manager and has provided structural engineering support for our Transportation Services.
John received his Bachelor of Science degree in Civil Engineering from Drexel University and is a registered Professional Engineer in Pennsylvania and New Jersey. He is also an active member of the American Society of Civil Engineers (ASCE).
Alan E. Jackson Sr., S.E.T., Vice President and Underwater Inspection Manager
Alan (Al) Jackson joined Pickering Corts & Summerson (PCS) in 1984. Al serves as the Manager of the Underwater Inspection Group, utilizing his 25 years of experience as a Bridge Inspector and Project Manager. Al has extensive experience in the underwater inspection of Pennsylvania's bridges. He has been involved with the program since it's inception in 1987, and played a key role in the development of the Pennsylvania Department of Transportation's (PennDOT) Scour Evaluation training course for engineers and inspectors. He also served as an instructor for this course. In 2007, Al led PCS' Underwater Group to the forefront of underwater inspection by introducing the latest, cutting edge technology for underwater imaging; a PC based high resolution scanning sonar. Al was elected to the PCS Board of Directors in 2007.
Al received his Degree in Specialized Technology from the American Institute of Design in Philadelphia. He is a registered N.I.C.E.T. Level IV Engineering Technician and Bridge Safety Inspector.
Richard H. Stanger, P.E., Vice President and Manager of Transportation Design
Richard (Rick) Stanger joined Pickering Corts & Summerson (PCS) in 1994. He has over 22 years of design experience and serves as the Manager of our Transportation Design services. Rick is responsible for all aspects of the firm's transportation services including project and contract management. He oversees the firm's technical disciplines of structural, highway, design-build, geotechnical, and traffic engineering.
Rick received his Bachelor of Science degree in Civil Engineering from The Pennsylvania State University and is a licensed Professional Engineer (PE) in Pennsylvania, New Jersey, and Delaware. He was elected to the PCS Board of Directors in 2008.
James S. White, Jr., Vice President and Bridge Inspection Manager
James (Jim) White joined Pickering Corts & Summerson (PCS) in 1992 and has been a Certified Bridge Safety Inspector for over 20 years. During his time with PCS he has served as a Bridge Inspector and Team Leader for our Bridge Inspection group and has inspected well over 1,000 structures throughout Pennsylvania and New Jersey. Jim currently serves as our Pennsylvania Bridge Inspection Manager and is responsible for the coordination and administration of all Pennsylvania NBIS Inspection Agreements. Jim, who has played a significant role in the continued success of PCS, was elected to the PCS Board of Directors in 2011.
Paul M. Gouza, Director of Operations and Treasurer
Paul Gouza joined Pickering, Corts & Summerson (PCS) in 1985. He has served as Treasurer since 2002 and previously served as the Assistant Treasurer. Since 2008, Paul has also served as Director of Operations, overseeing the Accounting, IT, Human Resources and Administration Departments. Paul was elected to the Board of Directors in 2009. He received his Bachelor of Science degree in Management from Lebanon Valley College. He is an active member of the American Management Association.
Mark A. Havers, P.E., Director of Site Engineering
Mark Havers joined Pickering, Corts & Summerson (PCS) in 2002. Mark serves as the Director
of Site Engineering utilizing his vast experience as a design engineer. He successfully manages multi-faceted, multi-consultant projects, and site design projects. He has extensive experience designing and supervising the design for small and large residential and commercial developments. His technical expertise extends to coordinating team efforts, project design, staff management and construction administration. Mark was elected to the PCS Board of Directors in 2008.
Mark received his Bachelor of Science degree in Civil Engineering Technology from the University of Pittsburgh at Johnstown, and he also received a Bachelor of Science in Landscape Contracting from the Pennsylvania State University. Mark is a registered Professional Engineer in Pennsylvania. He is an active member in the American Society of Civil Engineers (ASCE) and the National Society of Professional Engineers (NSPE).
